False Advertising: Caught in the Act

The Daily Mail (UK) reports that France's tourism office spent £500,000 on a campaign to lure people to travel from Britain to the French seaside, but it used a photograph of a beach in South Africa, not France. They got caught, they look bad, and I sit here wondering, do people really believe they can get away with things like this in today's interconnected world? How many heads should roll for this one?
