I went last winter -2010 and found all of the internet cafes closed above Namache Bazzar. 

The owner of a lodge in Tengboche tried to get me a connection from his phone but it was cloudy. I asked around and think all the internet cafes start opening around end of January. Let me know if this has changed or if anyone has info on Annapurna Internet access during winter and in general.
