SC, I did ask exactly that question of their representatives at the recent CTO event in New York last month. The reply I got was that completion wasn't expected until 2014. I was curious myself having been down in SVG in 2010 and at the time our group took a tour of the area where the new airport facility was intended for, unfortunately a hurricane that year set back their timing a good deal.

Reading from their own official airport facts sheet, I note they even specify that they expect the opening date to be early 2014.
Beyond the opening date, the issue that bothers me the most in a general way is not so much access but choice - choice of carriers, choice of routes, and better options for travelers throughout both sides of the Caribbean. Everyone can have wonderful new airports with runways for jets coming in from North America and Europe, but what about the presence of more inter-regional carriers and attracting travel from within the Caribbean - whether from residents or visitors willing and able to island hop if it would just become affordable? Yet, Caribbean politicians and officials continue to stonewall, block, and yes eliminate competition whenever anyone attempts it. Cronyism, and conflicts of vested interests at their worst.
