Having recently returned from DR I can say "WOW"! They is a big push for media to get the word out that it is safe, clean, fun and welcoming of US tourists. The new properties that they are building are amazing and the shore line some of the whitest sand I've ever seen. The only thing they have to work on (and I see this on most islands) is time-management.
